Why C++ Partial Object Oriented Programming Language and C# and Java Fully Object Oriented Language?

In C++ apart from creating class you can always declare global methods or variable, it means that thing exists outside class. But in Java and C# nothing exists beyond the class boundaries that is way they are fully object oriented language.
