How to test through JCL if any file(PS or VSAM) is empty or not. I do not want to use any COBOL prog or Ezytrieve and want to do using utility?

You can do it thru SORT,IDCAMs and ICETOOL

IDCAMS: //step1 exec pgm = IDCAMS //SYSPRINT DD SYSOUT = * //IN1 DD DSN = Dateset name //SYSIN DD * Print Infile(IN1), Count(001) /*

SORT:

//SYSIN DD * SORT fields = COPY outfil files = 01, NULLOFL - RC4 /*

SORTIN = Dataset to be tested SORTOF1 = output file, temp file

flag   
   add comment
